Social exclusion happens when people or places suffer from a series of problems such as unemployment, discrimination, poor skills, low incomes, poor housing, high crime, ill health and family breakdown. When such problems combine they can create a vicious cycle. The Community Unit manages three significant inclusion programmes:

Money Advice SLA (CAB) This service has been externally procured through Cumbria Citizen’s Advice Bureau and supports people with financial problems. It links to the Council Plan - improving health and well being. 

Pathways to Youth Employment  This programme improves access to employment for 16-18 year-olds in Cumbria.  It is aimed at young people who would find getting a job difficult, because of personal circumstances.  Since 2000, over 300 placements have been successfully started.  

Rural Inclusion Cumbria has many rural communities who are challenged in accessing services and job opportunities. This programme ensures the councils services remain accessible to these users, and ensures that other public services are aware of need to develop inclusive approaches which allow all members of the community to access their services.

Multi-Cultural Service  Cumbria is fortunate to have a significant number of migrant workers and members of the black and minority ethnic (BME) community who make a vital contribution to both our economy and communities. This Service supports individuals in communities access information and advice.
