Local Matters in Action presents examples of good practice across the county, but it is by no means exhaustive. There are many other examples of good practice that have not been included. In undertaking the research for this publication, it is clear that there are many examples of good practice in all areas of Cumbria.
Each of these community engagement processes have demonstrated the establishment and strengthening of ‘relationships’ and interactions between local authorities, local people and organisations. Community engagement mechanisms are regularly used by the Council and partners to inform and consult on community needs, services, strategies and other matters. The most popular items are often traffic related, particularly, and as is evidenced in this publication, when this entails changes to parking and environmental enhancements, concerns arise over a wide spectrum of services. Matters raised at forum meetings are usually dealt with by the local councillor or development officer and may form the basis for an agenda item at a subsequent meeting.
For councillors to be effectively informed about residents’ concerns requires effective systems and resources. If local solutions to local problems are to be effective, then residents need ongoing opportunities to engage with public agencies, that have proved themselves willing to consult and give ownership and shared responsibility to the community.
It is clear from this evidence that neighbourhood forums and other such community engagement activities need not be lacklustre events. The use of innovative techniques and site visits are useful tools in widening the mix of participants and preventing the ‘usual suspects’ from manipulate the process.
As has been demonstrated throughout this publication, empowering people can make a difference and change attitudes of local people and to facilitate a greater understanding in the development and provision of services to local people. This ultimately has a positive impact on the quality of life of local communities.
