Appointment of Independent Person - Conduct of County Councillors

The council has a duty to promote and maintain high standards of conduct by its elected and co-opted members who are required to comply with a code of conduct.

From July 2012 County Councillors will operate under a new ethical standards system (including a new Code of Conduct) as a result of the Localism Act 2011.

The council must have in place arrangements under which allegations into alleged breaches of this code can be investigated. 

As part of this process an Independent Person will be consulted by the council before it makes its decision on an allegation that it has decided to investigate and may also be consulted in other circumstances.  The Independent Person may also be consulted by a member of the authority against whom an allegation has been made. 

This appointment is due to be effective from 1st July 2012. You must have relevant experience and be politically neutral to apply for this position.  It is anticipated that expenses will be covered.

You cannot be appointed if you are currently a member, co-opted member or an officer of Cumbria County Council or have been within the last five years, or you are a relative or close friend of such a person.
